The Bureau of Indian Standards (BIS) is a government-authorized body responsible for setting standards, ensuring the quality of products, services, processes, and systems, and conducting conformity assessments. BIS Certification is issued by BIS and serves as a third-party assurance of the safety, quality, and reliability of products. While BIS Certification is voluntary, it is mandatory for specific products as per government regulations to safeguard public health. Currently, 380 products require mandatory BIS Certification. This certification allows manufacturers to use the ISI Mark (Standard Mark) on their products.

BIS has established 8 central labs, 4 regional labs, and 3 branch labs to test product samples during surveillance and initial testing. The Government of India encourages BIS Certification for the following reasons:

Types of BIS Certification Schemes

1. Normal Procedure for Domestic Manufacturers

For products under Scheme-I, manufacturers must register through the normal procedure by submitting an application to the relevant BIS officer. After the factory is evaluated and product samples are tested, the BIS License is granted. The certification process may take four to six months.

2. Simplified Procedure for Domestic Manufacturers

This streamlined procedure allows for quicker BIS certification. Manufacturers must submit their BIS application along with required documents and test reports from BIS-accredited labs. If all standards are met, BIS will inspect the factory and issue the BIS License within 30 days.

3. Eco Mark Scheme

This scheme certifies environmentally-friendly products. BIS grants the Eco Mark along with the ISI Mark for products that meet specific environmental standards.

4. Foreign Manufacturers Certification Scheme (FMCS)

This scheme allows foreign manufacturers to use the BIS Standard Mark on their products. After submitting the BIS application, necessary documents, and fees, BIS conducts inspections and testing. Certification is granted when all standards are met, and the foreign manufacturer must pay an annual license fee and minimum marking fee.

5. BIS CRS Scheme

The Ministry of Electronics & Information Technology mandates the Compulsory Registration Scheme (CRS) for certain products under BIS certification. Manufacturers must comply with Indian Standards and obtain BIS certification before distributing, manufacturing, or importing products in India.

 
 
 

Documents Required for BIS Registration Certificate

The required documents for BIS Registration depend on the type of registration scheme. However, the following are the general documents required for BIS Certification in India:

  1. Office & Factory Information:

    • Complete name and address proof of the office and factory.
  2. Establishment and Legal Documents:

    • Document confirming the establishment of the manufacturing unit (e.g., Registration Certificate or MOA).
    • SSI or MSME Certificate, if applicable.
  3. Manufacturing Process and Facilities:

    • Details of any outsourcing of manufacturing processes, if applicable.
    • Factory layout plan and location details.
    • Manufacturing process flow, outlining all processes from raw material to finished product.
    • List of manufacturing machinery, including machinery details.
    • List of testing facilities and testing equipment.
  4. Testing and Calibration:

    • Copies of original calibration certificates for testing equipment.
    • Third-party lab test report according to Indian Standards (if applicable).
  5. Authorization Documents:

    • If the application is signed by the authorized signatory, an authorization letter from the CEO.
    • For foreign manufacturers, nomination details of the Indian agent and nomination form.
  6. Technical Details of Products:

    • PCB Layout
    • Schematic diagrams
    • User manual
    • List of critical components
  7. Other Essential Documents:

    • Acknowledgment receipt of online file submission.
    • Letter of consent from the CEO.
    • Affidavit and undertaking for the approved Indian representative (if applicable for foreign manufacturers).
    • Form VI and VII.
    • Original test reports from BIS-accredited labs (no older than one month).
    • Undertaking related to the test report.

Procedure for BIS Registration

The BIS Certification process involves both the licensing and surveillance stages. Below are the steps for obtaining BIS Certification:

Licensing Process:

  1. Application Submission:

    • Manufacturers must accurately complete the application form and submit it to BIS along with the required documents.
  2. Preliminary Factory Inspection:

    • A BIS officer will conduct an initial inspection of the factory.
  3. Product Sample Examination:

    • The officer will examine product samples to assess compliance with quality standards.
  4. Evaluation and Final Decision:

    • After the inspection and sample testing, the officer will make a final assessment and determination.

Surveillance Process:

  1. Factory Testimony:

    • The BIS authority will revisit the factory to verify the results of previous tests.
  2. Sample Testing:

    • The officer will send the product samples to accredited laboratories for further testing.
  3. Test Report Feedback:

    • The test lab will provide a report, offering feedback or highlighting any concerns discovered during testing.
  4. Performance Review:

    • A performance review report is prepared based on the test results and factory inspection.
  5. Issuance of Certification:

    • After examining the performance review and test results, the BIS Certification will be issued if all standards are met.
 
 
 
 

Validity of BIS Registration Certificate in India

The BIS Registration Certificate is initially valid for two years. Manufacturers must renew the certificate if there are no changes to the product or the prescribed standards. Upon renewal, the BIS Certificate remains valid for one year, with the possibility of renewal for up to five years. Renewal is contingent upon the payment of an annual minimum marking fee and license fee. If the renewal application is submitted after the certificate has expired, a late fee of ₹5,000 will be charged.
