Overview of BIS CRS Registration

The Compulsory Registration Scheme (CRS) is governed under Scheme-2 of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Initially introduced in 2012 by the Ministry of Electronics & Information Technology, the CRS required manufacturers to obtain a BIS CRS Registration Certificate for electronic products before releasing them into the market. Over time, the number of product categories under this scheme has expanded significantly.

In 2014, the Ministry added 15 new electronic product categories. By October 2016, the Ministry introduced Indian language support standards for mobiles. In 2017, the Ministry added 13 more product categories related to electronics. Additionally, in September 2017, the Ministry of New & Renewable Energy notified five more product categories for solar photovoltaics, systems, devices, and components under the Compulsory Registration Order.

According to the Compulsory Registration Order, no one can manufacture, sell, store, import, or distribute products that don't adhere to the specified Indian standards and lack the standard mark and unique registration number issued by the Bureau of Indian Standards (BIS).

What is CRS under BIS?

The Compulsory Registration Scheme (CRS), first introduced by the Ministry of Electronics & Information Technology, covers a range of electronic and IT products. Currently, 76 product categories fall under this scheme. Those involved in manufacturing, storing, selling, importing, or distributing these products must apply for BIS CRS Registration.

Manufacturers must get their products tested by BIS-recognized labs before applying for registration. Once registered, manufacturers can claim that their products conform to Indian standards and are authorized to use the standard mark issued by BIS.

Eligibility Criteria for BIS CRS Registration

  • Product Listing: The product must be included in the list of items covered under the CRS Scheme.
  • Manufacturing Sites: The applicant (individual or business) must have a registered manufacturing site.
  • Separate BIS for Different Brands: A separate BIS CRS Registration is required for each distinct electronic product brand.

Forms Required for BIS CRS Registration

Below are the forms necessary for BIS CRS Registration:

  • Form-1: Application for the grant of a new license.
  • Form-2: Format for submitting test reports.
  • Form-3: Format for the affidavit.
  • Form-4: Format for the letter of nomination of an Authorized Indian Representative (AIR).

Procedure for BIS CRS Registration

The process for obtaining BIS CRS Registration involves the following steps:

Step 1: Nomination of All India Representatives
The manufacturer nominates representatives who will act on behalf of the company in India.

Step 2: Portal Registration
The applicant must register on the official BIS portal to initiate the registration process.

Step 3: Test Request and Testing at BIS-Recognized Lab
The manufacturer submits a request for testing, after which the product is tested at a BIS-recognized laboratory to ensure compliance with Indian standards.

Step 4: Document Preparation and Application Submission
Once the product passes the test, the manufacturer prepares the necessary documents and submits the application, along with the test report, to BIS.

Step 5: Departmental Scrutiny
After submitting the application, the BIS department reviews and scrutinizes the documents and test results.

Step 6: Grant of License
Once all requirements are met and the application is approved, BIS grants the CRS registration license to the applicant.

Validity of BIS CRS Registration


BIS CRS Registration is valid for a period of two years. After this period, if there are no changes in the product or its standards, the registration can be renewed.

Guidelines for E-Labelling of Products under the BIS CRS Registration Scheme

  • Devices using e-labels must have a physical label on the product’s packaging during sale, import, distribution, and storage. For devices sold in bulk or not individually packed, a transferable adhesive label on the packaging is acceptable.
  • The responsible party must ensure that the information is stored in a manner that prevents modification by third parties.
  • All administrative details required on the packaging or user instructions must be provided according to the applicable rules, even if shown electronically.
  • E-labeled devices should not require any special tools or plug-ins to access the e-label.
  • Customers must be able to access the details without special access codes or authorization. The information must be reachable within four steps in the device's menu.
  • If other electronic media provide the main user manual or guide, this information can also be included in the e-label.
  • Directions for accessing the details may be provided on the product’s website, and instructions for accessing the website must be included in the user manual or product packaging.
  • Specific directions on how to access the details must be provided in the user manual, operating instructions, or as an insert in the product package.
  • The standard mark displayed electronically must meet all BIS requirements.

Process for Renewal of BIS CRS Registration

BIS CRS Registration is initially granted for two years. Afterward, manufacturers can renew their registration for another two years. The steps for renewing the BIS CRS Registration are as follows:

  1. Complete the application on the dashboard and select ‘request renewal’.
  2. Provide details of the production report.
  3. Upload the required PDF file, including the names and addresses of major distributors.
  4. Make the necessary payment.
  5. Foreign-registered customers without a liaison office or branch in India must appoint an Authorized Indian Representative (AIR) as per BIS guidelines.
  6. The AIR for foreign-registered customers must submit an affidavit as outlined in the guidelines.
  7. Submit a hard copy of the application and supporting documents within 15 days of the online submission.
