FSSAI License Overview

Types of FSSAI Registration

Central Food License
Required for businesses operating across multiple states. These businesses involved in manufacturing, processing, distribution, or sale of food products outside a single state must obtain a Central Food License. This license needs renewal after its expiry and can be canceled or suspended if the business violates regulations. A unique 14-digit number is issued, which must be printed on all food packages. This license is mainly for larger businesses. -
State Food License
This license is for food businesses operating within a single state. It applies to businesses engaged in manufacturing, processing, distribution, or sale of food products within one state's territory. The State Food License needs to be renewed every five years and can be revoked if the business doesn't comply with regulations. A 14-digit number is also issued for labeling food packages. This license is generally for medium-sized businesses. -
Petty Food Business License
This license applies to small-scale food businesses like hawkers, street vendors, and small roadside food stalls. These businesses require basic registration from FSSAI.
Who Needs an FSSAI License?
All food business operators, including small vendors, hawkers, and shopkeepers with an annual turnover of up to ₹12 lakhs, must register with FSSAI. Specific categories of food businesses that require Basic FSSAI Registration include:

Documents Required for FSSAI License

General Documents (for Basic, State, and Central Licenses):
- Passport-sized photo and identity proof of the food business operator.
- Business registration certificate (e.g., partnership deed, shop license, establishment certificate).
- Proof of business premises (rental agreement, utility bills).
- Food safety management plan outlining procedures.
- List of food products being processed or sold.
- Bank account details.
- Supporting documents, such as health NOC, relevant licenses, etc.
Special Documents for State License:
- Completed and signed Form-B.
- Processing unit layout showing dimensions and space allocation.
- Cooperative Act or Multi-State Cooperative Act certificate (if applicable).
- Water analysis report (for confirming potability).
- Authority letter of the manufacturer with a nominee.
- List of equipment and machinery used in the business.
- Details of directors, partners, or proprietors (name, address, contact, and photo ID).

- Raw material source details.
- 100% EOU certificate from the Ministry of Commerce.
- FSSAI NOC and PA documents.
- DGFT-issued IEC documents.
- Ministry of Tourism certificate (if applicable).
